Ursa man addresses JWCC Trustees regarding Klincar buyout

Board also prepares tax levy


An Ursa man used his public comment time to express his displeasure at the John Wood Community College Board of Trustees for the decision to buy out the contract of the college’s former president.

Larry Lewis said he was speaking on behalf of several people who live within the boundaries of the JWCC taxing district.  According to a news release from JWCC Public Relations, Lewis “expressed his disappointment in the Board’s approval of a contract buyout for JWCC president Tom Klincar and subsequent lack of communication regarding the decision. Lewis asked that the Board exhibit better judgment and restraint in the future.”

The Board voted to pay Klincar a severance package of $185,000 upon his resignation. Klincar had another job lined up in Texas as he was maneuvering his departure from JWCC.

Trustees also adopted a resolution to trim the 2011 property tax rate. The total rate is estimated to be 33.809 cents per $100 equalized assessed valuation, which is slightly lower than 2010.  Approval of the levy is scheduled for the December meeting. 

The proposed total dollars levied on the JWCC district are estimated to increase less than $100,000 from 2010.

A public hearing was held during the meeting to announce the Board’s intent to sell $1,000,000 in funding bonds.  The purpose of the sale is to pay existing debt as part of a refinancing plan estimated to save $200,000 over the life of the bonds.

In other business, the Board:

Accepted a lease agreement proposal from RTD Office Products, a local vendor, for digital imagers and copiers following an extensive bidding process.

Approved Chevron Energy Solutions as the qualified provider for energy efficiency and building modernization services to the College for a period of one year.   The approval allows the College to enter contract negotiations with Chevron for various projects to decrease energy and facility maintenance costs.
