When did presidential libraries start taking this kind of funding? (I always thought they were privately funded... or at least I remember hearing that the Clinton and Bush #43 libraries were being done that way.)

Off-topic, but just to clarify, I will say that the disabled individuals that I've worked with aren't the least bit interested in free phones or anything like that. Correct me if I'm wrong, but I believe Reagan, Bush 1, Clinton, and Bush 2, had libraries built with private funds. I can't believe Soros or Buffett (or the Clinton's ;P) aren't contributing to the bill for Obama. Rahm is even stumping for it, as he says it will be a big tourism money maker. I honestly couldn't care less about anybody's party affiliation. This ID issue actually has A LOT to do with poor people, the elderly, and people with disabilities -- regardless of their personal politics. The 10,000 ft sq rink will rely on cold temperatures to keep the ice

Scotties Fun Spot opens it’s new outdoor ice rink for the season. “This is something that we have thought about doing for years,” mentions Jeff Scott co-owner,  “people remember ice skating at Berrian or South Park many years ago, we decided it sounded like a lot of fun, which is what we’re all about.”

The 10,000 ft sq rink will rely on cold temperatures to keep the ice, but at only 4” deep will freeze faster than lakes or ponds. Scotties will carry a limited number of rental skates and also  has the ability to sharpen privately owned ice skates. “We will be open every day (weather permitting), the schedule will cater to open skating, and also offer times for hockey players too”, mentions Jeff.

The facility has grown over the past 3 years to encompass over 2 acres of attractions. ”Offering ice skating was something my dad (Scottie) did at the old rink on north 12th some 60 years ago. says Bob Scott co-owner, “it’s only fitting that this would come full circle.”
