Two arrested after QPD finds rolling meth lab

Police say a meth lab was in a Buick stopped at 8th and York


Just after 3 a.m. Wednesday, Quincy Police conducted a traffic stop at 8th and York on a black Buick driven by Amanda S. Brown. A passenger in the car was identified as Stephen Ballinger. Both subjects were currently out on bond for previous methamphetamine violations.

A search of the vehicle revealed a methamphetmane lab.  Subsquent to this search, Quincy Police Officers and Illinois State Police Meth Response Team conducted a search of Brown and Ballinger's current residence of 609 Adams where another methamphetamine lab and methamphetamine manfucaturing materials were located.

The residence of 925 Elm was also search, as both Brown, 33, and Ballinger, 26, were in the process of moving to this address.  No illegal items were located at 925 Elm.

Brown was charged with Aggravated Unlawful Participation in Methamphetamine Production and Possession of Meth Manufacturing.  Ballinger was charged with Aggravated Unlawful Participation in Methamphetamine Production, Possession of Meth Manufacturing Material, and Possession of Meth. Both subjects were lodged at the Adams County Jail.
