Better is subjective. If you're a business owner, Rauner has said he wants to cut your business taxes to make a friendlier environment. If you hire a service, Rauner wants to create a new "Service Tax" that would hit consumers of more than 2 dozen services. We already know what Quinn's done to taxes. So I guess the answer to "better" is.......neither, really.

Champ Clark Bridge reopens

U.S. 54 at Louisiana, Missouri is open again

MoDOT says one lane is open on Illinois approach to Champ Clark Bridge at Louisiana. Other lane should be open as soon as water goes down. The bridge has been closed since Sunday due to flooding on the Illinois approach. However, weekend rains to the north could force the bridge to  close again. The Illinois Department of Transportation is monitoring the water levels and has flags in place on the Pike Station approach.
