I'm a little wonderous here...in the example case of the two-year-old the new pathologists claimed death from one of two unrelated causes. I would assume they were saying BOTH of those things occurred and the blow to the abdomen caused the lacerated liver and that they just couldn't be sure which one caused death first.

ZERO TOLERANCE is a cop out. It is another way of saying “don’t ask me to use my brain to apply circumstances of this situation that makes it different from other situations – I am not qualified for that.”. So you end up with students being suspended for giving 2 aspirins to a class mate because of a headache in the same boat with someone passing out joints. I can already hear the next appeal from…

So one way to tell if they have reasonable suspicion is to determine if…

Plan includes selling state planes and limiting outside employment for legislators

From Associated Press:

Republican candidate for governor Bruce Rauner has some proposals for cutting what he calls wasteful spending in Illinois.

Rauner told reporters Thursday that he'll sell most of the state's planes. He adds the state could save $60 million by moving lawmakers from pensions into 401(k) plans. He calls the Department of Central Management Services a "patronage cesspool." And he says he would merge the comptroller's and treasurer's offices to save $12 million.

Democratic Gov. Pat Quinn calls Rauner's plan "a prank" that contains no new ideas.

Rauner says he'll be rolling out more of his plans, including a budget, over the next few weeks. He has criticized Quinn for excessive spending, cronyism and trying to raise taxes. Rauner says he wouldn't take any salary or pension as governor.
