So it's a ground visibility issue? That would be a problem.

"Traffic law enforcement regularly identifies those who have perpetrated—or who intend to commit—serious criminal acts. Four of the September 11 terrorists were issued speeding citations just before that infamous day,1 and those 19 terrorists had obtained a total of 34 driver’s licenses and identity cards.2 Since its inception in 1998, 3M’s annual Looking Beyond the License Plate awards program has…

"What do Timothy McVeigh, Ted Bundy, David "Son of Sam" Berkowitz, and 9/11 ring-leader Mohammed Atta have in common? They're all murderers, yes, but another curious detail uniting them is that they were all also brought to police attention by "routine" traffic violations." Migrane would prefer they not catch him in this fashion. They should just track him down like they do on TV....great detective work following all the clues and getting it all done within the hour..............the facts are that a lot of criminals are caught by simply coming into contact with police for a seemingly inconsequential issue.

UrKidsWillPay - QPD nabs 66 in latest STEP detail - Quincy, IL News - QuincyJournal.com

What an absolutely ignorant post. No one is advocating the police doing anything they want INCLUDING BREAKING THE LAW (as you stated) to catch criminals. What has been stated is that strict enforcement of minor laws results in lower crime rates and catches criminals.

Just a guess, they got them coming down 33rd and police pulled them over in Shopko lot. If not, it's opens a whole lot of tickets to be written on Broadway.

I like the part where it talks about everyone putting their finger in the pie. "There is a long series of design standards, approvals, and checks that must be completed before the project can begin." I didn't see a picture so I don't know what "monumental amounts of situational awareness" might be. Will the view be better from above?

This all boils down to a "risk/reward" situation. If the reward of not wearing a seat belt is worth the risk of the fine - then don't wear it - but when you get caught you need to pay the fine with a smile on your face. If the reward is not worth the risk then you fasten your seat belt. This same logic applies to sky diving.

A South Carolina father who authorities said killed his five children believed the kids "were going to kill him, chop him up and feed him to the dogs," according to an unredacted arrest warrant released Wednesday-17SEP14. Authorities said Timothy Ray Jones Jr. killed his children at his Lexington home, put the bodies in plastic trash bags and drove for nine days around the Southeast. The warrant said…

Speeding in a School Zone at 32nd & Broadway Is there any clarification on this? There are two of these cited, but I'm not aware of a 32nd & Broadway. That's about where McDonalds and the new Panda Express are, if I know my geography, and there aren't any schools there, let alone school zones. Were they seen somewhere else and stopped in this area? I drive in that area frequently,…

So have we already received this grant money? Kinda' sounds like it but haven't seen any contract RFPs for work yet from the city. Next FY? More like January 2015 or later?

Slavery was legal at one point too, That didn't make it right. By your reasoning, since it would be extremly effective in reducing crime, the police should search every home, business and car. Tap phone lines, full-body scans, etc... After all, the end result would be reduced crime, right? The end justifies the means is what I'm hearing from you.

GoSalukis - Survey says: GREDF, City of Quincy and Adams County get some answers - Quincy, IL News - QuincyJourn

I was so happy to see Kyle Moore beat Mustache Spring. But he has broken his promise to hold GREDF accountable for the city tax dollars it receives. GREDF is supported, in part, by public funds and it doesn't have nearly enough specific, measurable goals.

The only people resenting the police are those who are too ignorant to know what the police actually do.

A few years ago, a van was stopped for the "low-hanging fruit" of having the license plate bulb burned out. It was a routine stop that resulted in the seizure of over 500lbs of marijuana. What you deem as "accidental" is not as random as you think. It's a numbers game, and as much as you want to complain about it (a lot, apparently), it's been proven legal at every level of court system…

migraine_in_qcy - QPD nabs 66 in latest STEP detail - Quincy, IL News - QuincyJournal.com

I'm not sure what your point was in re-posting the blotter, other than you like to see comments with your name at the top. Seat belt enforcement is just picking low-hanging fruit. Violators are usually tame and compliant and usually pay their fines: hence, easy revenue stream for the gubmint. The fact that they accidentally round up a real criminal once in awhile just helps people ignore away…

migraine_in_qcy - Survey says: GREDF, City of Quincy and Adams County get some answers - Quincy, IL News - QuincyJourn

That's all fine and dandy, but what is GREDF doing to try and improve the business climate in Illinois? Is GREDF openly supporting political candidates that are low-tax and pro-business? Is GREDF lobbying or helping fund lobbyists at the state level to promote pro-business laws? It's great to talk about retention, but when Illinois is doing everything it can to stifle business growth, surveys…
