When did presidential libraries start taking this kind of funding? (I always thought they were privately funded... or at least I remember hearing that the Clinton and Bush #43 libraries were being done that way.)

Correct me if I'm wrong, but I believe Reagan, Bush 1, Clinton, and Bush 2, had libraries built with private funds. I honestly couldn't care less about anybody's party affiliation. This ID issue actually has A LOT to do with poor people, the elderly, and people with disabilities -- regardless of their personal politics. Vincent E. Tuley of St. Charles, MO reported that his 2005 Buick was damaged while parked in front of 1825 Amber Ave. sometime between 2200 hours on 05-25-12 and 0900 hours on 05-26-12. Someone had attempted to punch the lock on his driver's door and had damaged it in the process. No entry was gained to his vehicle. Tuley needed a report for his insurance claim. 

T. Brent Biggers, owner of Mr. Deals Auto located at 3921 Broadway, reported that a 2008 Ford Explorer was scratched on the lot sometime between 1023 hours on 06-13-12 and 0730 hours on 06-15-12. Biggers had no suspects. 

Billie D. Runquist of Ewing, MO reported that he lost his camoflauged colored wallet while at Aldi's, located at 3511 Broadway, on 06-21-12 @ 1001 hours. Runquist stated that his wallet contained a small amount of cash and a couple of credit cards. 

Amy J. Phelps of 519 Madison reported the theft of a swimming pool pump from the north side of her yard, which occurred sometime between 0001 and 0545 hours on 06-20-12. Phelps described the pump as a Wet Set brand pump, which was tan in color with yellow colored hoses. Phelps had no suspects in the theft.
