Arrest Kent Heatherwick 64, of Mt. Sterling for operating uninsured vehicle at 24th/Broadway on 2/15.

Arrest Tiffany M. Devlin, 24, 612 Maple, for Failure to Reduce Speed to Avoid an Accident at 23rd to 24th Chestnut at 1550 hrs of 02/18/13.  Released on NTA.

Arrest Rebecca R. Chouteau, 32, 400 New Creation Rd., Newkirk, Mo., for No Seat Belt at 43rd Elm at 1008 hrs of 02/13/13.  Released on Promise to Comply. 

Crimjnal Damage Durrell L. Tate Jr., 217 N. 10th, apt. C, reported someone threw a rock to Property through his living room window between 2300 hrs of 02/10/13 and 0700 hrs of 02/11/13.

Found Bicycle An orange and black Freestyle bicycle was recovered from 1227 Chestnut at 0959 hrs of 02/12/13.  It was placed in the bike cage at headquarters. 

Hit and Run John H. Hensel, 726 Jackson, reported an unknown vehicle struck his 08 Kia while it was parked in the parking lot of Applebee's, 3827 Broadway, between 0000 hrs of 02/01/13 and 1110 hrs of 02/13/13. 

Recovered Property Ronald Hadsell of Quincy found a key ring with FOB and miscellaneous keys at 25th/Oak on 2/17.  Placed in other property.

Theft Alexis R. Osborne, 910 N. 27th, reported her wallet was stolen from in front of 1126 N. 12th, between 0730/0800 hrs of 02/19/13.  The wallet contained:  5 credit cards, identification and a paycheck from Cassanos.

Theft Jennifer L. Campbell, 1316 Oak, reported someone stole $470 from her purse at Blessing Hospital, 1005 Broadway, between 2000 hrs of 02/11/13 and 1530 hrs of 02/12/13
