Never heard of such a thing. Cities and counties along with townships submit their request, then CMS uses that total for their RFP. If a supplier cannot meet that total then I would guess some could be left off the RFP total, but have never heard of that. The other comment states " bids range from $70 to $140 per ton" so why is Quincy paying $95 per ton? Still I have never heard of CMS cutting off…

Brian J Butler, 25, of 821 S 23rd reported that on 10-9-12 between 1320 vehicle hrs and 1410 hrs his truck was entered while parked on the parking lot at 5211 Broadway. A carton of cigarettes and US currency was taken. 

Michael E Edwards, 67, of 711 N 5th reported that between 10-3-12 2330 to vehicle hrs and 10-4-12 1100 hrs the windshield of his 2001 Chevrolet was smashed by a brick while parked at his residence. 

A baby stroller was found at Madison Park, 2400 Maine on 10-9-12 at 0939 hrs. Placed in bike impound. 

Andrea L Peters, 22, of 926 N 4th reported an unauthorized purchase was made through walmart.com using he debit card number on 10/6/12. The transaction was discovered before the delivery so the transaction was voided. 

Erin B Humphrey, 32, of 1601 S 24th reported that between 10-4-12 1400 hrs and 10-8-12 0745 hrs, her 2010 Lexus was struck by an unknown person while parked at her residence. 

Daniel O McDowell, 30, of 300 N 8th reported that between 10-8-12 1730 hrs and 10-9-12 0745 hrs a toolbox was removed from the bed of his truck while parked at 8th and Vermont.
