But in the meantime your Waste Management program runs at a huge and growing loss as people migrate to private disposal. At least if you privatize immediately you can sell the trucks before they depreciate out, stop paying wage/benefits/pension to trash collectors, cut a city administrator, and move on to something else.
You can't find a single place where the Mayor has said the the stickers were meant to cover all trash pickup. He's never said that. He has simply pointed out the balance sheet for the service and proposed a way to make it pay for itself...like it should.
