If your house catches fire and you call the Fire Dept. should the city charge you and extra $150 or $200 to defray the coast of the Fire Dept. coming out to put your fire out, or is your property tax enough payment for their services? You don't pay an extra charge because you call with an animal problem.
The real question is do you get your tax-dollars worth with another animal control officer? You're talking probably around $60k/year or so by the time you're done with pay/pension/health care/vehicle. Do we have $60k/year of animal problems? I don't think so. I'll bet if they charged everybody $20 to make a complaint you'd rarely hear a peep.
