Here's an alternative.. Part time firefighters. 24 on and 96 off. No bennies or retirement until they go full time. That leaves plenty of time for their other job/business, (the one they will do full time after they retire at 55) be it construction, electrical, plumbing, furniture delivery, etc. Phase them in as retirements go out. Fat chance. .
