Here's an idea: Tie in-state tuition at all state universities to the per-student expenditures in a student's district. Alternatively, make it inversely proportional to the percentage of district funding provided (on paper) by the state.

You are assuming the federal government moves quickly??? 10,000 PAX in CY2013 means FAA $$ in FY 2015 which starts Oct 1...but budgets don;t get approved that early and haven't for years (can you say "continuing resolution"?). After the budget gets approved they actually then have to write a check. So counting that money this year would be folly. Should be in next year's budget though…

Quincy City Council approves contract with Machinists Union employees

One-year deal gives a 1.03 percent raise

The Quincy City Council has approved a one-year contract between the City and Central Services employees represented by the International Association of Machinists and Aerospace Workers Local 822 have reached an agreement on a one-year contract.

The raise is1.03 percent for workers at Central Services, the water and wastewater treatment plants, Quincy Regional Airport and civilian employees in the Quincy Police Department. 78 employees are affected.

The vote was 7-6 to approve the deal, with Mayor Kyle Moore also voting with the majority. Alderman Jared Holbrook (R-3rd Ward) was absent.

All of the labor union contracts with the City are up for renewal this year. Other unions include the Amalgamated Transit Union Local 1108 (bus drivers Firefighters Local 63 and the Policemen's Benevolent and Protective Association Local 12.
