Sound to me like somebody is going to get the short end of grant money if this solution goes through. Even if this is just a cash flow problem they are quite apparently delaying the cash outlay later than usual in the year. That doesn't bode well.

Keep it up people we are setting a precedent and its only as matter of time before the stars and stripes have to be removed/changed due to protest from native Americans, or Al Sharpton (lets be honest the north had slaves just like the south). 21 year old Zachary Ballinger was arrested for involuntary manslaughter

A Quincy man was shot on his porch on the south side of Quincy Sunday.

The Adams County Sheriff’s Office responded to a report of shots fired in the 3000 block of South 24th in Quincy.  

Upon arrival, deputies discovered a 21-year-old male on the porch of a residence with an apparent gunshot wound.   The name of the victim is Austin Micheal Hermann.

Hermann was pronounced deceased by Adams County Coroner Jim Keller. Keller said a full autopsy will be done on Monday, but Hermann died from a single gunshot wound.

As a result of the investigation, 21-year-old Zachary Ballinger of Quincy was arrested for involuntary manslaughter and possession with intent to deliver cannabis.  

Ballinger was lodged in the Adams County Jail without bond.
