Just checked my Constitution, nothing on garbage. You could also cancel your Quincy fire protection and contract with Tri-Township. Cancel your water and sewer then drill a well and add septic, put up a wind generator to bypass CIPS. However, all those are band by government who use their constitutional authority.

I'm going to add....contact your alderman and the mayor if you want to see contracting out tried again rather than spending more money here. The city can absorb the initial cost of the totes for the contract which would reduce the cost put on the water bill. From that point on totes would be provided for free but there would be a replacement cost if you "lose" it. Then you substitute the revenue…

Alexandra V. Eggert, 24, 310 N. 18th, for Speeding in a School Zone, at 32nd Maine at 0706 hrs of 10-07-13.  Released on NTA. 

Richard L. Hoebing, 53, 1139 S. 20th, Rear, for Resisting/Obstructing a Police Officer, at his residence at 1525 hrs of 10/03/13.  Released oncash bond.   

Constantine Bayly 19, of Quincy for Peace Disturbance at 1301 Broadway on 10/3.  

 Amber Schultz of Quincy reports an electrical cord on her motorcycle was cut while parked at 2724 N 30th between 10/4 and  10/7.  

Evelyn Bloyed 626 Spruce reports a HP Laptop was stolen from her  residence on 9/30. 

Bobby Heather 804 April Ave. reports a Baja DR50 49CC red/black dirt bike was taken from the residence between 10/5 and 10/8.

 

Bradley S. Yohn (26) of Hannibal was arrested for domestic battery on 10/15/13. He was lodged in the ACJ.

Christopher A. Bradshaw (37) of 1933 Chestnut was arrested for domestic battery on 10/15/13. He was lodged in the ACJ.

Adrianne F Tuttle (24) of 821 No. 6th was arrested for operating an uninsured motor vehicle at 10th and Payson on 10/14/13. 

Deana Lambkin (32) of 713 Washington was arrested for FTA Peace Distrubance at her residence on 10/15/13. She posted cash bond. 

John Earl Lewis (58) of 4313 Roberts St. was arrested for FTA Speeding on 10/15/13 6th to 7th Payson to Washington.  He posted cash bond at the ACJ.

Robert W. Hess (32) of 823 No. 12th Apt. 4 was arrested for a Pike County warrant for FTA Deceptive Practice at his residence on 10/15/13.  He was lodged in the ACJ.

Sheena K. Clark of Hamilton IL reports that her 2012 Chevy was entered and items taken while it was parked on the Menards lot on 10/12/13.
